Nate will get in contact with State Interpreter, Al Batista for clarification on new rule changes related to flopping, the new closely guarded rule associated with having a 30 sec shot clock.

Ashad covered registering in Arbiter, blocking out dates and checking emails
daily before and during the season.Ashad also made it clear to everyone that he is not involved in the assigning of
officials for the Christmas tournament, IF anyone is interested you have to
contact Kevin Gillespie.

a. Contracts for VA Schools need to be provided ASAP which will be

b. $25.00 Travel Fee per official who travels to Northampton from Maryland

4. The General Membership Meeting was called to order by Richard Pullum (VP) @ 7

(There will be 3 person crews on all 94 feet floors; reiterated to put in block
out dates on Arbiter; recommended that all officials should have completed
Dragonfly registrations by 11/30/24. Deadline date is 12/3/24.)
d. Interpreter’s Updates were given by Nate McCoy which was an open floor
discussions on new and previous rule clarifications.

AGENDA New Business
Selection of officials for playoffs
NOTES TAKEN
President began meeting with reading of officials from eligible
officials roster. The narrowing of the officials gave us 22 officials for the
playoffs. Of the 22 officials 14 have officiated either playoffs and/or
received a State semi-final or final game years prior. 8 Officials (should
they receive a game) are newly playoff selected officials.

2. Newly Playoffs selected Officials: Adrian Bowen, Zamar Collins, Phillip
Malta, Aaron Sadberry, Frankie Long, Dustin Stokes, and Maurice
Fountain.
ACTION ITEMS
1. Assigner will assign games as they are made available once playoff
seeding has been completed.
2. Selection of officials are still needed for Bayside Championship (4
slots) and for Semi-Finals and Finals of MD State Tournament.
3. Ashad will be following up on a situation that happened at Mardela HS on
Tues 2/4/25 - Brief incident involving Dustin Stokes (official, and a parent of visiting t4am North Dorcester. Dustin was not assaulted!

DBOA ZOOM MEETING MINUTES
Meeting was called to order at 7:00pm.
Executive Board Members in Attendance
Teddy J., Colette P., Richard P., Bernell B., Walt S., Larry F., Nate M., and Ashad D., Frank B.
Purpose: Appointment of New Assignor for the 25-26 Basketball Season.
Teddy James (President) has appointed Walt Stevenson to the position of Assignor for the 2025-2026 basketball season. This position was vacated by our present assignor at the end of our 2024 season. This appointment will begin on May 1, 2025, with Ashad D. assisting with the transition. An email to all officials will be sent out to inform everyone of the changes.
OTHER BUSINESS:
The By-Laws will be amended to include consequences and disciplinary actions. The constitution may be amended if necessary. Once the changes are made, the By-Laws and Constitution will be presented to the Body and Voted on. It must be approved with a majority vote.
All schools will receive Contracts for the up-coming year.
It was suggested that before the new season, we should have a meeting with some officials concerning incidents which occurred last year. the panel will meet with each one individually.
Even though we are all independent contractors, we All should be on board with no less than $35 for all Rec/AAU games.
Ashad and Teddy has volunteered to reach out to the local leagues (Crown, Kappa, BJ's High School Summer League, and AAU Tournaments, etc.) It was recommended that The Crown pay possibly $50 per game.

Last Meeting Follow-up
1. Walt Meeting with ADs on 9/4/25
2. Arbiter Update / Games assigned aren’t in line with billing
3. JV games Bayside procedures. 4-10-minute quarters running clock,
Overtime mercy rule procedures. Will this mercy rule also apply to
Varsity games? (Point deficit must get back to 25 or less once you reach
35 in the second half.
4. New ADs at Crisfield (Amber Elliot), Washington High?
a. All officials will be required to fill out W-9 for Somerset County
i. Since our last meeting, this has changed.
New Business
Treasurer Report/Follow Up
● $1,072.45. Bernell to do weekly audits of the arbiter, which will help
ensure that we stay in good standing with billing and Governmental
requirements.
● Our current accountant representative has ended their contract with
DBOA. President Ted James brought forth the need to raise our dues.
Bernell, our treasurer, agreed that operational fees and the cost to
provide members with training and materials have also increased.
Interpreter Report/Follow Up
● Good participation from off-season New Official classes
● Nate has suggested to the President that he look into visual/audio
equipment for training purposes during meetings.
● There will be a rating system that all assigned “R” of the game will
have to fill out on the crew that night.
Assigner Report/Follow Up
● Jv games 10 min qtrs running clock, only stopping for timeouts,
injuries, shooting fouls, within the last 1 min clock will stop. JV
games if 35pt lead going into 4th qtr 8 min. Running clock
● The newly adapted mercy rule applies to Var and JV games. If there is a
35 point lead at the beginning of the 3rd quarter or if the score at any
time of the 2nd half of a Varsity or JV contest reaches 35pts the clock
will run for the rest of half/quarter and clock will not resume to start
and stop until lead is decreased by 25pts or less.
● NEW Protocol: A school administrator must be present in the gym at some
point throughout the game. However, prior to the game starting the
assigned “R” must seek out the Admin for that evening and they should
also sign the book as being present in the game. The board has asked
that Walt communicate this back to ADs at the schools.

● ALL new 1-2 yr officials will be given mechanics manuals
○ ALL others will be charged for theirs.
● Official Classes for 1-2-year officials. There will be requirements for
3-4-year officials to attend classes as well. (Nate/Board to decide who)
● Raising our dues
Motioned Items
● Bernell motioned to have our member dues raised from $30 to $50. Motion
was passed.
● Bernell, our Treasurer motioned to raise the administrative fee that we
charge to schools from $8 to $9. Motion was passed.
● Bernell motioned to go with Orville Penn as the new accountant. Motion
was passed. Before meeting and motion, Orville did submit a letter to
Bernell (MOU- Memorandum of Understanding)
● Motion passed on purchasing visual and audio equipment for the
association.
ACTION ITEMS
1. Constitution and By-Laws review and Approval, and make changes
2. Contracts for ALL schools and DBOA - have ready by 9/29
3. W-9 completed and returned (completed at the meeting)
a. There will not be a need to fill out a W-9 for Somerset County, as
Somerset County schools will now be following the DBOA invoicing
process, as other Bayside schools.

a. Should we assign through Arbiter? Game fee raised to? How can we
make this into a 3-man camp?
i. Why? Can be used for training for Arbiter
ii. Aide in getting officials trained quicker, more structured
iii. Allows DBOA to be part of the community and can open doors
for other individuals to get into officiating.
